			<content:encoded><![CDATA[<p><a title="Access review" href="https://dl.dropboxusercontent.com/u/3486333/csun2013/lms_compared_paper_2013.html">The review</a> examined four major LMSes: Blackboard Learn version 9.1 Service Pack 6 and 8, Desire2Learn version 10, Moodle version 2.3, and Sakai version 2.8. Each of these organizations runs an interest group to guide improvements in accessibility of their products. They were also part of previous evaluations done by the same group in 2010 and 2012.</p>
<p>The disabilities tested for encompassed visual, mobility, learning, and cognitive. Testing and evaluation categories covered functional accessibility in nine broad areas:</p>
<ul>
<li>Testing and evaluation;</li>
<li>Login, configuration, and compatibility testing;</li>
<li>Personalization and customization;</li>
<li>Navigation;</li>
<li>Forms;</li>
<li>Help and documentation;</li>
<li>Common student-facing modules and tools such as announcements and discussions;</li>
<li>Authoring tools and content creation, such as the gradebook and multimedia content handling; and</li>
<li>Features unique to each LMS that affect accessibility.</li>

<p>Two European lifelong learning projects (ViPi and ATLEC project) will come to an end and the final Symposium will present their outcomes within a wider framework of learning, employment and independent living for people with disabilities.</p>
<p>The two projects are complementary as VIPI focuses on the development of skills in <acronym title="Information Communication Technologies">ICT</acronym> for (young) adults with disabilities and ATLEC on skills and competences in <acronym title="Information Communication Technologies">ICT</acronym> based Assistive Technologies.</p>
<p>The Symposium has a twofold aim: raising awareness among gatekeepers and policy makers on the need for <acronym title="Information Communication Technologies">ICT</acronym> and ICT_AT training and on the other hand providing concrete curricula, methods and tools produced in the project. Highlighting needs and showing material to tackle those needs, is considered a valuable contribution to further equal opportunities and the participation of people with disabilities in learning and employment.</p>
<p>The symposium therefore presents academic and experience-based contributions, while interactivity, dialogue and information exchange is sought in parallel sessions and in the exhibition.</p>
<p>Other relevant projects and experiences are therefore invited to contribute with a paper, a poster or by sending leaflets to enrich the exhibition.</p>
<p>The participation of people with disabilities is incentivised by an accessible venue and by accessible presentations.</p>

<p>The UN Convention on the Rights of Persons with Disabilities contains many references to Accessibility, Assistive Technologies and Universal Design. World wide Assistive Technology Centres support people with disabilities in identifying appropriate solutions to enhance their independence, to allow equal opportunities and to access their rights as human beings and citizens. They also promote a “culture of independence” and in many cases support policy making. As such they are important stakeholders and drivers for the implementation of the UN Convention.</p>
<p>Two years ago an international group of leading <acronym title="Assistive Technologies">AT</acronym> Centres started to meet and to discuss. Although working in different cultural and socio-economic conditions -factors that also impact on the model of service delivery-, the Centres share a common identity and mission. <p>The network, facilitated by the G3ICT initiative and endorsed in Europe by AAATE, is eager to increase the participation of more European <acronym title="Assistive Technologies">AT</acronym> Centres and proposes therefore a special session during the AAATE 2013 conference on the role of <acronym title="Assistive Technologies">AT</acronym> Centres in implementing the UN Convention.</p>
<p>The purpose of the session is to come to an exchange regarding issues of specific interest for <acronym title="Assistive Technologies">AT</acronym> Centres, such as:</p>
<ul>
<li>models and methodologies of service delivery;</li>
<li>the measurement of impact;</li>
<li>governance;</li>
<li>the training of staff members;</li>
<li>the collaboration and networking with end user organisations and other stakeholders.</li>
</ul>
<p><acronym title="Assistive Technologies">AT</acronym> Centres in Europe and around the globe are invited to present in this session, while attending the session is open to all registered conference participants.</p>

<p>Evert-Jan Hoogerwerf is Head of the Projects Office of AIAS Bologna onlus and staff member of Emilia Romagna&#8217;s Regional Centre for Assistive Technology. He is an active AAATE member (president elect) and part of the group of founding members of the G3ICT Global <acronym title="Assistive Technologies">AT</acronym> Centres Leadership Network.<br />

<p>Second call for papers, workshops and posters</p>
<p>The aim of ITAG is to bring together academics, developers, beneficiaries and practitioners to explore interactive technologies and innovate within the areas of Education, Health and Disability. ITAG will consist of 4 strands:</p>
<ul>
<li><strong>Academic conference:</strong> We have a particular focus on the use of gaming hardware and software to implement accessible solutions, interaction design using new input/output devices and the increasing impact of ubiquitous computing on our everyday well-being. We especially want to bring together practitioners with technical experts, for their mutual benefit; you don’t have to be a technical whizz kid to benefit from this conference! The conference provides an excellent opportunity to showcase practice and to mainstream research ideas and outcomes. It introduces a wider audience to key findings and products from research and illustrates how practice feeds back into and informs research. The conference also creates a forum for two-way communication between the academic and practitioner communities.</li>
<li><strong>Practical workshops:</strong> every afternoon, parallel workshops will be organised addressing following topics: interactive street gaming using mobile gaming applications, robotics in a gaming environment, mobile gaming, immersive gaming and rehabilitation gaming. These workshops will involve the participants in exploring the various games, and creating an interactive experience with the originators/developers.</li>
<li><strong>Gaming hackathon:</strong> several teams consisting of developers, designers and special education trainers will compete with each other to use various technologies (Android based games, Flash Games, Games Mods, XNA) and create an educational game in just 2 days. The winner will take home a £250 prize award.</li>
<li><strong>Exhibition:</strong> An exhibition space will be available for demonstrations and posters, and will be embedded in the conference and workshops area.</li>

<p><strong>Scope:</strong></p>
<p><strong></strong>As guidance to participants on scope of papers and activities we state that: ‘Education’ includes both compulsory and post-compulsory education; ‘Disability’ includes physical, sensory and cognitive impairment; and the impact of interactive technologies and games on health and well-being is also a focus of this conference. An emphasis is placed on practical applications and guides to where currently available training resources and tools can be found and used. A selection of papers will be published electronically in full, and presentations will be limited to 20 minutes for the key findings, including time for questions from the floor.<br />
As in previous years, the best papers will be published in a special issue of a relevant academic journal. Previous special issues have included:</p>

<p><strong>Submissions</strong></p>
<p><strong></strong>Those wishing to present papers, or hold a workshop should prepare abstracts, to a maximum of 500 words. For those hoping to exhibit or produce a poster, a 300-word abstract is required. The deadline for submissions is Tuesday 30 April 2013 and should be sent to <a title="ITAG2013 contact email" href="mailto:claire.addison@ntu.ac.uk">claire.addison@ntu.ac.uk</a>. Please clearly state what track your submission relates to. Participating in the hackathon is open to all, but expressions of interest will be asked.<br />
Final copies of accepted papers will be required in advance of the Conference.<br />
We aim to keep costs down, and we do offer concessionary* rates. Online booking will be available soon.<br />

			<content:encoded><![CDATA[<p>A <a href="http://www.rnib.org.uk/aboutus/Research/reports/2012/digital_exclusion_report_accessible.pdf" title="Download study (PDF)">new study by the Royal National Institute for the Blind</a> shows that seniors with visual disabilities are missing out on using the Internet for specific reasons. The primary reason (given by 83% of the respondents) was their vision loss, possibly revealing low awareness of assistive technology solutions. Other answers indicated that they are not convinced of the Internet&#8217;s value to them, and that the value was not worth the effort to overcome the technological complexity or learning curve. The study offers several recommendations to improve the situation, including simpler technologies and better technological support.<br />

			<content:encoded><![CDATA[<p>The project “Serious Games for Social &#038; Creativity Competencies” is a 30 months project partially funded under the KA3 of the <acronym title="Lifelong Learning Programme">LLP</acronym> programme. SGSCC started on 1 January 2013 and will finish by end of June 2015. The kick-off meeting of all project partners will take place on 7-8 February 2013 in Plovdiv, Bulgaria.<br />
SUMMARY: Despite the importance of social competence (SC), its systematic building within the school programmes and vocational training is undeveloped. Analyses of training programmes for a variety of professions show that there are no modules to ensure the development of this basic competence which is fundamental to both social integration &#038; professional self-realisation. This project is dedicated to conceptualizing &#038; development of social competence in terms of training related to adults education, school curriculum &#038; professional development through creation of special games &#038; exercises using computer technology and environment. A set of 3D interactive simulations regarding social competence and creativeness (games) will be created in EN, BG, DE, NL, TR, SER &#038; LT in 3 modes:<br />
1/ single player mode &#8211; to allow users to experience a pre-authored social competence scenario.<br />
2/ machine mode: These are short non-interactive outcomes from single player mode choices that portray the result of a certain choice. Players are then offered the opportunity to replay the last single player mode sequence or to move on to the next.<br />
3/ multiplayer mode &#8211; allowing multiple simultaneous users to engage in role-playing social competence scenarios to explore differences, conflicts &#038; ultimately to find resolutions. Each game can be recorded for future play back,&#038; therefore become the source for more single player, &#038; machine social competence scenarios. Hence the system grows over time, &#038; is user-authored. Learners will be faced with our contextualized, ill-structured problems &#038; asked to investigate social competence over meaningful solutions that will directly feed into the games modes. For the game play we would use a contemporary 3D gaming environment populated by user-driven characters, &#038; non- player characters to create a range of realistic &#038; engaging SC scenarios.<br />

<p>External evaluation will play a central role in the project, providing continued advice and feedback on project activities and outputs throughout.<br />
The external evaluation will therefore have a major ‘formative’ function (helping the project to achieve maximum effectiveness), as well as providing summative assessments at the end of each </p>
<p>The External Evaluator is expected:<br />

- To monitor project activities, outcomes, processes and partnership relationships.<br />
- To analyse the impact of project outcomes through external evaluation component.<br />
- To monitor impact of the project’s dissemination and exploitation strategy.<br />
- To carry out partners’ consultation twice within the project lifetime and to report on findings<br />
- To produce an interim report (by end of March 2014)<br />
- To produce a final report ( by end of June 2015)</p>
<p>THE SELECTED CANDIDATE SHOULD DEMONSTRATE:<br />
- Previous <acronym title="Lifelong Learning Programme">LLP</acronym> experience and knowledge ( 2 years)<br />
- Fluent knowledge of English ( C2 or advanced level)<br />
- Knowledge and expertise in IT sector (advanced level)<br />
- Knowledge and experience with social model of disability (at least 2 years)</p>
<p>The offer submitted should include estimation of travel (by cheapest means of transport, no business class allowed) and subsistence costs (actual costs based on supporting documents) to attend all the meetings and the working days necessary to achieve all the tasks for the external evaluator.</p>

The <a href="http://g3ict.org/download/p/fileId_936/productId_244" title="Progress report (pdf)">2012 CRPD Progress Report (<acronym title="Portable Document Format">PDF</acronym> Version (3.8 <acronym title="Megabyte">MB</acronym>) | Second edition 2012)</a> includes the latest data on 52 countries representing 77.4 percent of the World Population. The report offers disability advocates, governments, civil society and international organizations &#8212; monitoring the progress of the implementation of the Convention by States Parties &#8212; a unique benchmarking tool that collects data on country laws, policies, and programs pertaining to accessible and assistive Information and Communication Technologies (ICTs) around the globe.  All results are available cross-tabulated by region, level of income per capita of Human Development Index to facilitate benchmarking by advocates and policy makers.<br />

<p>Imam University is going to host the 1st International Conference on Technology Helping People with Special Needs (ICTHP-2013). The objective of the conference is to focus on key technology issues regarding people with special needs. ICTHP will be a vital forum for the discussion of issues such as living with disabilities with special focus on education, employment, independence, communication and entertainment, to ensure complete social inclusion. As ICTHP-2013 brings together expertise in using technology for the disabled people from across the globe we are seeking to focus on how we can work together and share our experiences and knowledge to promote sustainable solutions to the challenges presenting to us all. This will be an historical event as the 1st ICTHP-2013 is hosted in Imam University.</p>

			<content:encoded><![CDATA[<p><strong>ITAG: Interactive Technologies and Games - Education, Health and Disability 2013 - Nottingham Trent University, Nottingham, October 2013</strong></p>
<p><strong>First call for papers, workshops and posters</strong></p>
<p>The aim of ITAG is to bring together academics, developers, beneficiaries and practitioners to explore interactive technologies and innovate within the areas of Education, Health and Disability. ITAG will consist of 4 strands:</p>
<ul>
<li>Academic conference: We have a particular focus on the use of gaming hardware and software to implement accessible solutions, interaction design using new input/output devices and the increasing impact of ubiquitous computing on our everyday well-being. We especially want to bring together practitioners with technical experts, for their mutual benefit; you don’t have to be a technical whizz kid to benefit from this conference! The conference provides an excellent opportunity to showcase practice and to mainstream research ideas and outcomes. It introduces a wider audience to key findings and products from research and illustrates how practice feeds back into and informs research. The conference also creates a forum for two-way communication between the academic and practitioner communities.</li>
<li>Practical workshops: every afternoon, parallel workshops will be organised addressing following topics: interactive street gaming using mobile gaming applications, robotics in a gaming environment, mobile gaming, immersive gaming and rehabilitation gaming. These workshops will involve the participants in exploring the various games, and creating an interactive experience with the originators/developers.</li>
<li>Gaming hackathon: several teams consisting of developers, designers and special education trainers will compete with each other to use various technologies (Android based games, Flash Games, Games Mods, XNA) and create an educational game in just 2 days. The winner will take home a £250 prize award.</li>
<li>Exhibition: An exhibition space will be available for demonstrations and posters, and will be embedded in the conference and workshops area.</li>
</ul>

<p>ITAG is held in partnership with <a title="Gamecity website" href="http://gamecity.org/">GameCity – the World’s best-loved videogame festival</a>.</p>
<p><strong>Scope:</strong></p>
<p><strong> </strong>As guidance to participants on scope of papers and activities we state that: ‘Education’ includes both compulsory and post-compulsory education; ‘Disability’ includes physical, sensory and cognitive impairment; and the impact of interactive technologies and games on health and well-being is also a focus of this conference.  An emphasis is placed on practical applications and guides to where currently available training resources and tools can be found and used.  A selection of papers will be published electronically in full, and presentations will be limited to 20 minutes for the key findings, including time for questions from the floor. It is hoped (as in previous years) that the best papers will be published in a special issue of a relevant academic journal. Previous special issues have included:</p>

<p><strong>Submissions</strong></p>
<p>Those wishing to present papers, or hold a workshop should prepare abstracts, to a maximum of 500 words. For those hoping to exhibit or produce a poster, a 300-word abstract is required.</p>
<p>The deadline for submissions is Tuesday 30 April 2013 and should be sent to <a title="NTU email" href="mailto:claire.addison@ntu.ac.uk">claire.addison@ntu.ac.uk</a>. Please clearly state what track your submission relates to. Participating in the hackathon is open to all, but expressions of interest will be asked.<br />
Final copies of accepted papers will be required in advance of the Conference.</p>
<p>We aim to keep costs down, and we do offer concessionary* rates. Prices will include lunch, and morning and afternoon refreshments. *Proof of eligibility for concessionary rates will be requested on arrival at the conference (e.g., student ID card)</p>

			<content:encoded><![CDATA[<p>Over 100 million <acronym title="European Union">EU</acronym> citizens would find it easier to use online public services to look for a job, register a car, submit a tax declaration and apply for a passport or driving license thanks to new rules proposed today by the European Commission on the International Day of People with Disability. The Commission&#8217;s proposal for a Directive on the accessibility of public sector bodies&#8217; websites would introduce mandatory <acronym title="European Union">EU</acronym> standardised accessibility features, from the end of 2015, for 12 types of websites. Mandatory accessibility would apply to essential government services like social security and health related services, job searches, university applications and issuing of personal documents and certificates. The proposed new rules would also clarify what web accessibility means (technical specs, methodology for assessment, reporting, bottom up testing), and governments would be encouraged to apply the rules across all services, not only the mandatory list.<br />

<p><strong>Relevant study</strong><br />
The Study &#8220;Economic Assessment for Improving eAccessibility Services and Products&#8221;, led by Technosite, focused on analysing the benefits and costs from improved eAccessibility for society as a whole and for the organisations providing <acronym title="Information Communication Technologies">ICT</acronym>-based services (private companies, public administrations, NGOs, SMEs, etc.). The three technology domains covered are Web Accessibility, Digital Television and Self-Service Terminals, with a predominant focus on Web Accessibility. The Study produced important new evidence to better inform the policy debate on eAccessibility: a final report and Business Case Tools (BCTs).<br />
The <a href="http://www.eaccessibility-impacts.eu/0072_Final_Report.docx" title="Report download link">final report of the &#8220;Study on economic assessment for improving eAccessibility services and products&#8221;</a> systematises the results of different tasks conducted (Key aspects, Causal Loop Diagrams, Surveys, Business Case Tools, Estimations and Extrapolations, Policy Recommendations and Conclusions).<br />
The Study produced two different versions of the BCT, one intended to be used for calculating macroeconomic estimations and extrapolations (labelled as BCT Macro) and another one aimed to be used by managers willing to calculate the costs and benefits for their organisation if their website is rendered accessible (labelled as BCT Micro). The latter has a more user-friendly interface/layout, containing both quantitative and qualitative indicators, and is available for downloading together with a brief manual.<br />

			<content:encoded><![CDATA[<p>European Commission Vice President for the Digital Agenda Neelie Kroes and the U.S. Secretary of Homeland Security Janet Napolitano have today (20/11/2012) signed a Joint Declaration in London, committing to make the Internet a safer and better place for children.</p>
<p>In the Declaration, Vice President Kroes and Secretary Napolitano:<br />
- agree to implement joint campaigns on the occasion of an annual Safer Internet Day. As a first step, the U.S. Department of Homeland Security intends to participate in the <acronym title="European Union">EU</acronym>’s Safer Internet Day for young people on February 5, 2013.<br />
- commit to contribute to international cooperation in fighting child sexual abuse online in the immediate future. This will build on existing work by the Virtual Global Taskforce and Interpol on law enforcement collaboration to combat child sexual abuse worldwide. International cooperation is essential if we are to be effective in fighting child sexual abuse online.<br />
- acknowledge that parents and guardians need to trust the content and services their children access and commit to continue working with industry and other stakeholders so that parents and children can make informed choices online.</p>
<p>This declaration complements other European Commission initiatives to keep children save and confident in the digital world. These include the <acronym title="European Union">EU</acronym> Strategy for a safer internet and better internet content for children and teenagers presented earlier this year (<acronym title="Internet Protocol">IP</acronym>/12/445) and a Commission-brokered coalition of top tech &#038; media companies to make the internet a better place for our kids. (<acronym title="Internet Protocol">IP</acronym>/11/1485)</p>
<p><strong>Some history:</strong><br />
On 02 May 2012 the Commission adopted the Communication for a &#8220;Strategy for a Better Internet for Children&#8221;. The Commission has set out a plan to give children the digital skills and tools they need fully and safely to benefit from the digital world. It also aims to unlock the potential of the market for interactive, creative and educational content online.</p>
<p>With regard to safer internet, the 2011 UNESCO King Hamad Bin Isa Al-Khalifa Prize for Use of <acronym title="Information Communication Technologies">ICT</acronym> in Education has rewarded 2 projects:<br />
- the &#8216;Internet ABC&#8217; Project from Germany, which promotes the secure use of technologies by children and adults through advertisement-free content of more than one million pages;<br />
- the InfollutionZERO project, which addresses the challenges of “infollution”—the harmful effects of unsafe digital “pollutants”—including cyberspace predators, bullies, abusive language, and technology addiction.<br />

			<content:encoded><![CDATA[<p>The <a href="http://ec.europa.eu/information_society/newsroom/cf/dae/redirection.cfm?item_id=8928&#038;utm_campaign=isp&#038;utm_medium=email&#038;utm_source=newsroom&#038;utm_content=weekly" title="Forum article">First Open International Forum on mobile technologies for social inclusion</a> will focus on analyzing and raising awareness about the needs and mobile-based solutions for groups under risk of digital exclusion in Latin America (low-income and isolated communities, chronic patients and people with disabilities). Relevant stakeholders from all over the world will participate providing their expertise from technological, social and politic-economical perspectives. The M-Inclusion awards for &#8220;Apps4Change&#8221; Challenge Program 2012, which recognizes groundbreaking mobile solutions for social inclusion, will take place during the conference. M-Inclusion is a project co-funded by the European Commission&#8217;s 7th Framework Programme. The consortium, led by Telefonica, also includes Futura Networks Colombia, Innovation Engineering, Econet, the Nokia Technology Institute of Brazil, the Federal University of Minas Gerais in Brazil, Cayetano Heredia University in Peru and the Polytechnic University of Valencia in Spain.</p><p><a class="a2a_dd a2a_target addtoany_share_save" href="http://www.addtoany.com/share_save#url=http%3A%2F%2Fwww.accessforall.eu%2F2012%2F11%2Ffirst-open-international-forum-on-mobile-technologies-for-social-inclusion%2F&amp;title=First%20Open%20International%20Forum%20on%20mobile%20technologies%20for%20social%20inclusion" id="wpa2a_32"><img src="http://www.accessforall.eu/wp-content/plugins/add-to-any/share_save_171_16.png" width="171" height="16" alt="Share"/></a></p>]]></content:encoded>

			<content:encoded><![CDATA[<p>A newly adopted report by the Foreign Affairs Committee of the European Parliament calls for accessibility to become a major criterion in <acronym title="European Union">EU</acronym> supported investments under the new 7 year <acronym title="European Union">EU</acronym> budgetary framework.</p>
<p>In the context of the current negotiations on a new 7 year <acronym title="European Union">EU</acronym> budgetary framework (2014-2020), the European Parliament and the <acronym title="European Union">EU</acronym> Member States are negotiating both the size as well as the implementing modalities of that framework. Part of that deal which is expected to be hammered out early next year, is a budget line on external policies.</p>
<p>In the area of foreign policies, discussions are underway to adopt common implementing rules defining the same implementing principles for all instruments.</p>
<p>The report stresses the need for accessibility to become a criterion in the area of public procurement procedures. This would ensure that all <acronym title="European Union">EU</acronym> supported investments in partner countries have to explain in how far they respect those standards. In the field of <acronym title="European Union">EU</acronym> external policies, this would be a first.</p>
<p>The report reads: &#8220;Tenderers, applicants and candidates who have been awarded contracts shall respect applicable environmental legislation including multilateral environmental agreements, internationally agreed core labour standards and the principles of non discrimination and, to the maximum extent possible, accessibility for people with disabilities.&#8221;</p>

			<content:encoded><![CDATA[<p>On 22 January 2013, the conference &#8220;Accessible ICT: Priorities for Future Research on Accessible Information and Communication Technology Systems and Services&#8221; will take place at the Institution of Engineering and Technology, 2 Savoy Place, London WC2R 0BL.</p>
<p>The aim of this conference is to obtain a consensus on priorities for future research on accessible information and communication technology systems and services.  Funding bodies need to ascertain the best strategy for investing their finite resources in research and development to benefit disabled and elderly people.  The scope will include network-based services (social networks, collective intelligent systems, augmented reality, cloud computing, advanced location aware services and ambient intelligent systems) as well as novel user interfaces and technology transfer.</p>
<p>Speakers include Mike Short, Brian Collins, Gregg Vanderheiden, Graham Worsley, Patrick Roe, Alan Newell, Deborah Pullen, Gunela Astbrink and Guido Gybels.</p>

<p>Route Mate is an Android application that uses location-based services (e.g. GPS &#038; Google Maps) to help route learning for people with intellectual disabilities and/or additional sensory impairments. The application allows students to plan their own journeys with the help of a trainer. They can plan destination/departure points, points of interest on route, enter the number of an emergency contact and practise walking routes until they become familiar with them.<br />
Route Mate is developed by experts at Nottingham Trent University and tested by people with a range of disabilities across the partner organisations of <acronym title="United Kingdom">UK</acronym>, Greece, Romania &#038; Bulgaria.</p>
